Who are posted workers in Estonia?

According to the Working Conditions of Workers Posted to Estonia Act, a posted worker is a natural person who usually works in a foreign state on the basis of an employment contract and whom the employer has posted to work in Estonia for a specified period of time for the provision of a service.
A posted employee is also a temporary worker sent by a labor intermediary company.A temporary employee is an employee whose employer (rental agency) sends him to work temporarily with a third party (user company) under the management and supervision of the latter. The rental agency and the user company enter into an agreement under the law of obligations, which regulates the cooperation between them.
The regulation is applicable within the EU.
Employees posted to Estonia must be registered with the Labor Inspectorate. The employer of the posted employee must register the employees posted to Estonia before the actual work of the employee begins in Estonia.
