Estonian Startup programme - opportunity for tech companies with potential for scalability

Estonia has been running a programme for startups for many years and the main aim is to attract talent to incorporate and develop their business physically in Estonia.
The programme defines it as follows: Startup is a technology-based, innovative, and scalable business that has an MVP and the first traction. They offer a test for determining the eligibility:
The startup idea has to receive an approval from Startup Committee. Once approved there are immigration options available to the founders.
They can either apply for a 1 year long-term d-visa or a residence permit (having an Estonian company incorporated is a pre-condition for a residence permit).
Approved startups can also take advantage of slightly easier rules for hiring foreign talent.
