Investment based residence permit to Estonia

The minimum investment required to apply for a residence permit based on investment is 65 000 euros. What other requirements should be kept in mind?


  1. The investment needs to be made into the capital of an Estonian company that has used the investment to purchase real-estate, machinery or equipment;

  2. It is common that the Police and Border Guard ask for a business plan for the next 2 years showing how the investment will benefit the business and also what kind of a benefit will it be for the state (mainly taxes);

  3. The Police and Border Guard will ask proof of the origin of the investment such as bank statements and explanations;

  4. The investment itself should be made into the capital or it can also be made as an allocated loan.


Applying for this type of permit will go under the immigration quota and is usually met with more scrutiny than normal employment based permits. As an example - people have purchased real-estate and then rented it out as a business and this could be accepted as grounds for a residence permit.
